King of the World: The Life of Cyrus the Great by Matt Waters, published by Oxford University Press in 2022, is the first full scholarly English-language biography devoted to the founder of the Achaemenid Empire. Waters sets out to recover the historical Cyrus from the tangle of Greek, Babylonian, and biblical traditions, drawing a careful line between the Cyrus of history and the Cyrus of legend.

Matt Waters is Professor of Classics and Ancient History at the University of Wisconsin–Eau Claire and a recognized authority on Achaemenid history. He is also the author of Ancient Persia: A Concise History of the Achaemenid Empire, and here he brings his command of cuneiform and classical sources to a readable narrative of Cyrus’s life.

The book traces how Cyrus rose from a minor ruler of Anshan to become the architect of history’s first world empire, absorbing Media, Lydia, and Babylon in turn and establishing a model of rule grounded in tolerance toward diverse peoples and faiths. Weighing his sources with care, Waters treats both Cyrus’s military achievements and the cultural policy that secured his lasting reputation.

For the diaspora reader, the book offers a documented answer to the question of where Iranian national identity comes from. Cyrus emerges not as a myth but as a historical figure whose legacy — from the Cyrus Cylinder to the ideal of coexistence — remains a living part of Iranian self-understanding.
